Industry Code: 09927
Employers in this industry provide mobile services in the oilfield for the separation, treatment, disposal or recycling of oilfield waste liquids and solids.
Operation Details:
Businesses in this industry transport equipment to various locations including drilling sites, sump pits, oilsands facilities, battery and spill locations.
Primarily through the use of centrifuge separation technology, these businesses use large pump like equipment which, through a spinning action separates liquids from solids. This application can be used for treatment of drilling fluids, oil emulsions and water recycling. Once liquids and solids have been separated, the fluids may be recycled or reused. Fluids and solids that are not reused may be treated to environmental standards before disposal through deep well injection or at landfill locations.
Particularly at drill site locations, employers may provide related equipment for complete management of drilling fluids used in the drilling process and control of solid waste material. Related equipment can include centrifuges, mixing and storage tanks, shakers units, pumps, excavators, etc.
These applications are not restricted to drilling sites and this industry includes the delivery, setup and operation of this equipment at various locations. Business operations may include lab analysis and will also include shop operations for maintenance and repair of equipment which may involve some manufacturing.
For treatment of sump pits, samples of the sump water are analyzed by independent laboratories to determine what treatment program may be implemented so as to separate the solid wastes from the liquid, and to make the liquid safe to return to the environment. The treatment program must be approved by the Alberta Energy Regulator (A.E.R.) prior to its implementation. Once the waste treatment company has applied the recommended program, they must then send in a sample of the treated sump liquid to the A.E.R. who must verify the treatment was successful. Once approved, the water is pumped out of the sump pit into the surrounding environment, and therefore, left in the sump pit.
All employers in this industry are members of Energy Safety Canada (ESC). Safety associations represent the interests of employers and promote workplace safety through education and other initiatives. Improved workplace safety can result in fewer claims and help lower premiums. A portion of premiums collected is allocated to the association to support these initiatives.
Underwriting Considerations:
Industry 09927 is in a rate group with Industry 06306 – Wet/Dry Vacuum Removal and Industry 09902 – Mobile Pressure Cleaning Services. Where employers have business activities listed in more than one industry in this rate group, the employer is not eligible for separate classifications and is assigned a single industry that is most representative of the overall business conducted.
Industries in the Industrial Cleaning Services rate group cover services that are mobile in nature. Employers in this rate group may also have fixed site or plant locations to receive and treat oilfield waste. Employers would require an additional industry classification for fixed plant location services (Industry 36502).
Companies in this industry generally provide equipment with operators or technicians on site. Companies may rent out equipment to third parties without operators and would not require an additional classification for this.
Employers who pump water to the drilling rig, from a nearby water source, by means of pumps and irrigation piping are also classified in this industry. The equipment used is the same as that of employers pumping water out of a sump pit, and it is all part and parcel of the water system used in the drilling process. These processes are generally used in the oil patch however they may have other industrial applications.
Industry Custom Pricing: Waiving Cost Relief Option
This industry has chosen to participate in Industry Custom Pricing effective January 1, 2013. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
Premium Rate History:
Activities:
Disposal - Liquid Waste, Oilfield (No Trucking)
Liquid Waste Disposal Service (Excluding Trucking)
Lubricating Oil - Recycling of at Drilling Sites
Water Pumping to Drilling Rigs
Waste Disposal Service - Liquid (Excluding Trucking)
Pumping of Water to Drilling Rigs
Recycling of Lubricating Oil at drilling sites
Sump Treatment and Disposal
Rate Group History:
This rate group was created as a result of the general petroleum industry review in 1991. Effective 1992, industries relating to pressure cleaning and vacuum removal were all consolidated under rate group 429915.
For 2015, this rate group has been moved to Sector 2 – Mining and Petroleum Development to better reflect the overall nature of the services within the rate group.
