Mobile cleaning services conducted with the use of truck-mounted tanks equipped with pressure pumps that eject water, steam, air or hot oil for industrial, commercial or oilfield cleaning purposes.

Operation Details:

Industrial and commercial applications are cleaning of dirt, oil, grease or debris from anything ranging from buildings and plant equipment to rail cars and mobile equipment, as well as flushing sewers and drains.

In the oil field, high pressure air, water or steam is used to remove sand, wax and other debris from well site production equipment and storage tanks. This industry also covers pressure services using steam and hot oil treatments to clean paraffin from well casings and includes flushing by services where truck mounted masts are used to lift sucker rods to allow a flush of the well.

Hot oil, water and steam treatments can be used to thaw oil field equipment, storage tanks, pipe lines, and water and sewer lines.

Underwriting Considerations:

Industry 06306 is in a rate group with Industry 09902 – Mobile Pressure Cleaning Services and Industry 09927 – Mobile Oilfield Waste Treatment Services. Where employers have business activities listed in more than one industry in this rate group, the employer is not eligible for separate industry classifications and is assigned a single industry that is most representative of the overall business conducted.

Industries in the Industrial Cleaning Services rate group cover services that are mobile in nature. Employers in this rate group may also have fixed site or plant locations to receive and treat oilfield waste. Employers would require an additional classification industry for this business in Industry 36502.

It is common for employers to offer both surface and downhole cleaning of oil and gas well equipment using hot oil and steam applications. Any combination of such operations are covered under this industry. Employers with operations exclusive to downhole well stimulation services using coiled or endless tubing technology or stimulation services using nitrogen, acids and chemical applications are classified in Industry 09911.

Industry Custom Pricing: Waiving Cost Relief Option and Modified Experience Rating

This industry has chosen to participate in Industry Custom Pricing. Effective January 1, 2013, employers in this industry participate in the Waiving Cost Relief option and effective January 1, 2015, employers are also participating in the Modified Experience Rating option.

Under the Waiving Cost Relief option, costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

With Modified Experience Rating option, the following experience rating features will be used in determining the premium rate for employers in the Large Employer Experience Rating Plan:

- Participation rate of 1% for every $2000 in premiums

Effective January 1, 1992, activities involving compressed air services, hot oil treatment, mobile steam cleaning and high pressure water cleaning were consolidated under this industry and placed in the same rate group with vacuum truck services. Research has determined these activities have similarities in equipment and processes. The consolidation eliminated the opportunity for activity crossover between industries.

Effective January 1, 2015, Industry 09902 – Pressure Cleaning Svces – Mobile was moved to Sector 2 - Mining and Petroleum Development to better reflect the overall nature of the services within the rate group.
