This industry includes urban municipalities incorporated as cities under the Municipal Government Act. The designation of "city" reflects an urban centre with a population exceeding 10,000 inhabitants. Cities are generally affiliated with the Alberta Urban Municipalities Association (AUMA).
Operation Details:
Cities provide local government functions through a multitude of departments including administration, sanitation, health, engineering, maintenance, recreation, fire, police, transit, etc., and each is responsible for its area of work, rather than being under direct control of council. Ambulance services may also be included as part of the overall operations of a city.
In addition to the numerous services the city provides with its own resources of equipment and manpower, numerous sub-trades are hired every year, particularly in the area of hired equipment.
All employers in this industry are members of the Alberta Municipal Health and Safety Association (AMHSA). Safety associations represent the interests of employers and promote workplace safety through education and other initiatives. Improved workplace safety can result in fewer claims and help lower premiums. A portion of premiums collected is allocated to the association to support these initiatives.
Underwriting Considerations:
City councillors are not covered unless a specific application is made for the councillors to be covered.
Volunteer firefighters and ambulance drivers/attendants may be considered workers of a municipal government (e.g. city) as per the Workers' Compensation Act. Refer to policy 06-01 (part II).
Municipal governments will coordinate public transportation for disabled persons through “Handi-bus” or “DATS” services. This may be provided directly by a municipal government in which case the operations are included in this industry. In some cases the services may be provided through a non profit society or association controlled by the municipal government. In this case, a separate account would be required and the non profit society would also be classified in this industry. Taxi companies or independent contractors under contract to the municipal government or the non profit group to provide transportation are classified in industry 51200 – Taxi Cabs.

Subcontractors to a city are generally classified in the industry which best describes their overall business.
School Boards operated by or within a city are administered separately and are classified separately.
Under the Municipal Government Act, a municipal government may be designated as a 'Specialized Municipality'. This generally applies to municipal governments which administer and deliver services to both urban and rural constituents. Such governments are reviewed on an individual basis and assigned a single classification which most appropriately covers all operations being conducted.
Industry Custom Pricing: Waiving Cost Relief Option
This industry has chosen to participate in Industry Custom Pricing effective January 1, 2010. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
