This industry includes urban municipalities designated as towns by the Municipal Government Act. The designation of "town" reflects an urban centre with a population exceeding 1,000 inhabitants as per the Municipal Government Act. Towns perform generally the same government function as villages, only on a larger scale. These urban municipalities may be affiliated with the Alberta Urban Municipalities Association.

Operation Details:

Towns, by necessity, have a much larger staff than villages, particularly in the areas of administration and public works. The employees of the town are ultimately responsible to a town council (a town council generally consists of elected members and a mayor).

Public works will include but are not limited to, road construction/maintenance, water and sewage utilities, parks and recreation facilities, and waste collection and disposal.

Towns may be involved in providing other services such as police, ambulance, transit services, and building inspections. In addition, towns will employ a variety of sub-trades to support their existing work force when required.

All employers in this industry are members of the Alberta Municipal Health and Safety Association (AMHSA). Safety associations represent the interests of employers and promote workplace safety through education and other initiatives. Improved workplace safety can result in fewer claims and help lower premiums. A portion of premiums collected is allocated to the association to support these initiatives.

Underwriting Considerations:

Town councillors are not covered under the Act unless a specific application is made for the councillors to be covered.

Volunteer firefighters and ambulance drivers/attendants may be considered workers of a municipal government (e.g. town) as per the Workers' Compensation Act.

Municipal governments will coordinate public transportation for disabled persons through “Handi-bus” or “DATS” services. This may be provided directly by a municipal government in which case the operations are included in this industry. In some cases the services may be provided through a non profit society or association controlled by the municipal government. In this case, a separate account would be required and the non profit society would also be classified in this industry. Taxi companies or independent contractors under contract to the municipal government or the non profit group to provide transportation are classified in industry 51200 – Taxi Cabs.

Subcontractors to a town are generally classified in the industry which best describes their overall business. For coverage of non profit associations funded by municipal governments, please contact the Classification Unit.

Industry Custom Pricing: Modified Experience Rating and Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing. Effective January 1, 2010, employers in this industry participate in the Waiving Cost Relief option and the Modified Experience Rating option.

Under the Waiving Cost Relief option, costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

With Modified Experience Rating option, the following experience rating features will be used in determining the premium rate for employers in the Large Employer Experience Rating Plan:

-Maximum discount or surcharge of 60%
-Maximum participation of 100%
-Maximum experience used of 100%
-Participation rate of 1% for every $2000 in premiums
