This industry includes urban municipalities designated as villages by the Municipal Government Act. A village may be formed if there are not less than 75 separate buildings that have been continuously occupied for more than six months, as per the Municipal Government Act. These urban municipalities may be affiliated with the Alberta Urban Municipalities Association (AUMA).

This industry includes private residential communities which are communities operated by any private organization.

Operation Details:

The duties involved in the operation of a village are primarily administration. The employees generally include a Secretary-Treasurer, general office staff, and public works employees such as a supervisor and maintenance staff. Employees of the village are ultimately responsible to a village council (a village council generally consists of between two to four members and a mayor).

The village provides a local government that is responsible for ensuring the streets are maintained, garbage is picked up, etc. To carry out these activities, a village may either use equipment they own or they may subcontract out the equipment. Some of the equipment needed to carry out these activities include bobcats, trucks, backhoes and graders.

The duties of the private organization operating a private residential community include the development of land for residential housing or recreational areas, the administration of lease agreements, drafting of traffic bylaws, sanitation services, lot maintenance, inspection of new homes, garbage collection and police services.

All employers in this industry are members of the Alberta Municipal Health and Safety Association (AMHSA). Safety associations represent the interests of employers and promote workplace safety through education and other initiatives. Improved workplace safety can result in fewer claims and help lower premiums. A portion of premiums collected is allocated to the association to support these initiatives.

Underwriting Considerations:

Village councillors are not covered under the Act unless a specific application is made for the councillors to be covered.

Volunteer firefighters and ambulance drivers/attendants may be considered workers of a municipal government (e.g. village) as per the Workers' Compensation Act. Refer to policy 06-01 (part II).

Subcontractors to a village or residential community are generally classified in the industry which best describes their overall business. For coverage of non profit associations funded by municipal governments, please contact the Classification unit.

Industry Custom Pricing: Modified Experience Rating and Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing. Effective January 1, 2010, employers in this industry participate in the Waiving Cost Relief option and the Modified Experience Rating option.

Under the Waiving Cost Relief option, costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

With Modified Experience Rating option, the following experience rating features will be used in determining the premium rate for employers in the Large Employer Experience Rating Plan:

-Maximum discount or surcharge of 60%
-Maximum participation of 100%
-Maximum experience used of 100%
-Participation rate of 1% for every $2000 in premiums

The industries in this rate group were reviewed in detail in 1993 with changes implemented in 1994. The effect of the project was to consolidate the urban municipalities in a rate group separate from rural municipalities.
