This industry covers Authorities, Boards, Commissions or Foundations established by statute for which coverage is compulsory and operations are regulatory or administrative in function.

Operation Details:

Authorities, Boards, Commissions or Foundations are generally created through statute to administrate or regulate specific legislation e.g. the Workers' Compensation Board administers a workplace disability and liability insurance program legislated by the Workers' Compensation Act.

Under the General Regulations Authorities, Boards, Commissions or Foundations are considered exempt except for those specifically identified as compulsory. At this time there are only two listed which qualify for this industry, those being the Workers' Compensation Board and the Alberta Gaming and Liquor Commission.

The Alberta WCB levies and collects premiums from employers protected by the Act. Injured worker claims are adjudicated and paid. Rehabilitation services through the WCB's own Rehabilitation Centre are available to injured workers covered under the WCB, as well as to other clients.

The Alberta Gaming and Liquor Commission regulates the distribution and sale of liquor as well as licensing and regulating gaming and lottery operations in the province. Revenues are generated through licensing, taxes and profits. Operations are generally administrative in nature however, do include inspection of premises and the servicing of gaming and lottery machines. Through recent privatization efforts the Commission no longer operates any retail or wholesale distribution outlets.

Underwriting Considerations:

Under the General Regulations, Regional Health Authorities are designated as compulsory. These Authorities, in the delivery of health services, are classified in appropriate health care industries.

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2012. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

This rate group was established in 1995. The WCB is rated in the same rating group as private insurance companies because of the business engaged in and similar risks of workers.
