This industry is meant to cover organizations that provide services to individuals experiencing hardships or crisis in their daily lives. These are generally non profit organizations that receive funding through Alberta Social Services or local municipalities.
This may also include companies that have taken over certain functions that were performed by the Alberta government. These companies will operate as a 'for profit' businesss endeavor.
Operation Details:
The services provided by these organizations may differ; however, the overall objectives of their organizations coincide to provide social and community support services.
This includes organizations/groups that provide support services to various specialty groups that live within the community, i.e., disabled, handicapped, senior citizens, religious groups, etc. It also includes counseling and may include temporary accommodations, i.e., battered persons, delinquent youths, alcoholics, drug abusers.
The following are examples of the types of services covered in this industry:
- crisis center
- coordinating recreational activities for seniors
- youth or senior citizen drop-in centers
- meals on wheels
- counseling (individual, marital, family)
- refugee efforts
- sexual assault centers
- youth groups (assistance to delinquent or problem youths)
- research groups
- assistance to seniors
- assistance to one parent families
- foster care placement agencies
- committees
- referral centres
- alcohol and drug abuse centres.
Underwriting Considerations:
Group homes which provide long term accommodations, care, and/or rehabilitation for welfare recipients, seniors and mentally or physically disabled are classified elsewhere (see industries 82800, 82806 and 82808).
Foster care placement agencies are now being conducted by 'for profit' individuals or organizations that receive a fee for their service. These agencies act as an intermediary between the provincial government and foster care providers; these companies as well as foster care providers (the home owners) may apply for voluntary coverage under industry 89925.
Group homes for delinquent youths are classified in this industry.
Young offender camps are where young offenders (who have gone through the judicial system) are sent to serve their sentences; these camps are classified in this industry on a compulsory basis.
There are non profit organizations such as community associations and community leagues (industry 85901), which will take on a project to beautify the community or a project that will benefit the community (such as planting flowers, picking up garbage laying in the community, etc.). If these non profit organizations have open accounts, this type of activity would be considered part of the their overall operation in industry 85901, Community Leagues, and an additional classification is not required. However, if these organizations do not have accounts opened and they want to cover workers/volunteers for a specific project, we will classify the organization in the classification that 'best fits' the project activity they are involved in on a voluntary basis.
Industry Custom Pricing: Waiving Cost Relief Option
This industry has chosen to participate in Industry Custom Pricing effective January 1, 2013. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
