Operation Details:

Businesses in this industry are often referred to as “head hunters”. They charge a fee to their clients to cover services offered such as advertising, recruitment, aptitude tests, etc. that are conducted for the purpose of selecting the candidate whose qualifications match the employment opportunities.

Personnel recruitment agencies may also conduct interviews, follow up on personal references and effectively “screen” or determine suitability of individuals whom they would like to place with clients seeking qualified applicants. Some clients seek out this type of service to eliminate the time and cost associated with the recruitment process.

Businesses in this industry may conduct their operations from an office that contains meeting/interview rooms and related office equipment. They may employ recruitment officers, career counselors, sales/estimators and office and administrative staff.

Underwriting Considerations:

Personnel and job placement agencies generate their revenues from fees, paid by the client, for specific services. Individuals are never placed on the payroll of the personnel or placement agency.

Career counseling and assisting in resume preparation are service enhancements offered by businesses classified here. A company that exclusively specializes in these services would be appropriately classified in this industry.

Businesses that place various occupations on their payroll and then place the worker with a client, should be classified in one or both of the Staffing Service industries, 86911, Labour or 86906, Office/Professional.

Some staffing service agencies also offer personnel recruitment and placement services as part of their full spectrum of services to their clients. When a staffing service offers these services in tandem with occupational placements, their entire operations will be classified in the appropriate compulsory staffing service classification – either Industry 86906, Staffing Services – Office/Professional or Industry 86911, Staffing Services - Labour. An additional classification will not be allowed.

Professional Employer Organizations (PEO) provide administrative services relating to human resource management, payroll, workers’ compensation claims management, employee benefits, etc. under a detailed contractual arrangement. This service is offered primarily to small and medium-sized businesses to allow them to concentrate on their core business functions.

An agency may enter into PEO contracts as noted above. Though the PEO offers a payroll service, among other things, the workers of the client remain as workers of the client for WCB purposes.

An agency that exclusively offers PEO services to their clients, as described above, or offers them in conjunction with other services described in this Industry classification, will have their entire operations classified in Industry 86920, Personnel Recruitment and Placement Agencies on a voluntary basis.

A Staffing Service agency that offers Personnel Recruitment or PEO services to their clients is not eligible for separate industry classifications for these services. Their entire operations will remain classified as a staffing service.

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2013. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
