Engineering describes activities of evaluating, drafting and designing, preparing plans and specifications for construction, technical inspection, maintenance or operation of any work or process that requires the professional application of mathematics, chemistry and physics.

Operation Details:

To engage in the practice of engineering, an individual or firm must be authorized under the Engineering and Geoscience Professions Act and will be a member of the Association of Professional Engineers and Geoscientists of Alberta (APEGA). This classification includes engineering disciplines such as civil, mechanical, electrical, mining and petroleum processes, structural, chemical, etc.

Services provided by engineering firms may range from technical or specialist consulting to full service consulting. Consulting engineers can provide any or all of the following services: technical assessments; feasibility studies; cost estimating; conceptual design; pre design analysis; specifications; testing; procurement; contract administration; research development; training and advisory and expert witness. Engineering firms research and compile detailed information about a specific project and offer advice and suggestions regarding the planning and development of a project but do not assume responsibility or control over the implementation of the advice or suggestions.

Engineering in construction pertains to activities of concept design, detail design and drafting. Engineering firms, as part of the initial and overall engineering contract, may additionally undertake visual inspection and quality assurance in the field to consult and advise with others about design features and/or requirements to ensure integrity of designs and materials analysis. Provided this is done without assuming direct control or supervision of the work that is completed, this is included in this industry.

Engineering of industrial and manufacturing facilities, such as those found in petrochemical plants, will often require the design and development of computer software applications to control or operate the "process". This is considered to be an engineering function and classified in this industry on a compulsory basis even when conducted as an independent business.

Survey engineering refers to geodetic and hydrographic surveys, which is a branch of science and mathematics used to survey and map the earth's surface. With computers, satellite and aerial analysis, these surveys supply information on location, directions, distance, elevation and gravity to support civil engineering and other geosciences. These are usually surveys of vast areas of land to accurately mark specific points from which other surveys can be controlled. This type of survey engineering is included in this industry.

Engineering firms will employ professional engineers, engineering technologists, draftsman, CADD operators, estimators, clerical, administrative and management personnel. Generally work is in an office environment however infrequent but periodic site visits may be required.

Underwriting Considerations:

The key for inclusion in this industry is that the engineers or engineering firms are engaged in the practice of engineering and selling engineering services. Many firms and businesses will have in-house engineering for research, technical marketing, design or estimating to support a business in manufacturing, oil and gas or construction. Such businesses do not generate revenue from the sale of engineering services and are not classified in this industry.

Quality assurance ensures design and materials integrity and a standard of workmanship to satisfy engineering and construction specifications for safety and quality considerations. Businesses that only provide visual inspection for quality assurance on construction or fabrication projects, and not as an extension of an overall engineering contract, are classified in Industry 51506 - Quality Control Services - Construction.

Engineering firms may undertake project management services and require an additional classification in Industry 40400 - Industrial/Commercial Construction for this undertaking. Project management and/or procurement and construction management services are generally defined by contract and will typically include on site activities and can include administrative, contracting, scheduling, hiring services, etc., with the overall responsibility for completion of the project. Even when project management responsibilities extend from the initial engineering contract, the additional classification for Industry 40400 - Industrial/Commercial Construction is required.

Subcontractors conducting project or construction management services will be classified in Industry 40400 - Industrial/Commercial Construction or another appropriate general contracting industry.

Land surveys conducted for the purpose of establishing boundaries or ownership (land or cadastral surveys) are classified in Industry 86401 - Land/General Survey. The application of science and surveying for the exploration of minerals would be classified in the appropriate geological or geophysical classification.
