Industry Code: 86202
This industry covers employers or individuals, which as a separate business or undertaking, are involved in the sale and distribution of newspapers. Such enterprises are compulsory.
This industry is also used to cover companies which provide door to door distribution of advertising or promotional items including the delivery of flyers. Coverage for these services is voluntary when conducted independent of any other compulsory venture.
Operation Details:
Within the newspaper publishing industry, there is an integrated distribution network for larger daily publications to move newspapers from the publisher to the consumer. Generally, contract drivers deliver bundles of newspapers from the publisher to designated drop-off points in urban and rural locations. Publishers will assign district managers to coordinate distribution from the drop-off points to homes, vending machines or retailers. Home delivery is usually through newspaper carriers which may be referred to as single copy distributors for urban delivery or country agents in rural areas. Stocking of vending machines and delivery to retail outlets is through vending machine distributors. Contracted owner operators may be engaged to pick up unsold copies.
Distributors, whether single copy, vending machine, urban or rural, generally earn revenue from the retail mark up on newspaper sales while contracted owner operators, delivering to drop-off points, generate their revenue from a trucking or delivery service.
This industry is used to provide coverage for distribution services which generate revenue from sale of the newspaper. Contractors paid for trucking services are classified in industry 50714.
Distributors will make deliveries on foot, by bicycle or use vehicles where necessary. Distributors will be responsible for collection on a daily, weekly or monthly basis. In the case of vending machine or retail deliveries, distributors will be responsible for maintaining the vending units and picking up unsold papers. Although rare, individuals contracted specifically to pick up unsold papers are classified in industry 50714.
Industry 86202 will also cover businesses engaged in door to door delivery of advertising or promotional items such as product samples, flyers, brochures, coupons, catalogues, etc. If the business is restricted to delivery of promotional items, coverage is voluntary. However, if this type of delivery service is conducted in conjunction with a newspaper delivery service the entire business is classified in this industry on a compulsory basis.
Underwriting Considerations:
Distribution of newspapers, generally related to larger daily publications, is a compulsory industry for businesses or individuals which otherwise qualify to maintain their own accounts. Compulsory coverage in this industry would apply to door to door distribution of local weekly or community newspapers, regardless of the method of payment. “Advertising distribution services” are exempt under the General Regulations. Companies engaged in both services would be considered compulsory.
