This industry consists of facilities and buildings operated by community leagues or associations with membership primarily derived on the basis of residency within the community. These are non profit organizations which are organized by community minded volunteers, often for the purpose of supporting community activities or recreation programs. This includes minor sports associations.
Facilities located in Edmonton or Calgary should maintain membership in the Federation of Calgary Communities or the Edmonton Federation of Community Leagues.
Operation Details:
Included in this industry is the hiring of people to maintain these facilities. This may include maintenance staff, janitorial staff, etc. who clean the facilities, set up tables and chairs for functions, shovel snow, make ice at rinks, cut grass in summer, and maintain proper working order of heating equipment, power equipment, etc.
The operation of a public swimming pool is also included in this industry. This industry includes life guards, teaching lessons, general pool work and maintenance.
In addition, community service associations/societies undertaking fundraising activities in order to foster the development of community programs and activities will be included in this classification.
The operation of a roller skating rink involves supervision of the rink, attending the skate room, working in the concession and doing minor maintenance such as fixing the skates and changing the lights. A disc jockey may also be employed to look after the music.
Underwriting Considerations:
This industry does not include privately owned arenas, stadiums, etc.
If a community association is formed to operate solely in a compulsory industry they are to be classified in that industry.
Community associations and/or community leagues which take on projects to beautify or benefit the community (planting flowers, picking up garbage laying in the community, etc.) and have open accounts will have this type of activity considered part of their overall operation and an additional classification is not required. However, if these organizations do not have accounts opened and they want to cover workers/volunteers for that one specific project, we will classify the organization in the industry that 'best fits' the project activity they are involved in on a voluntary basis.
Community associations and/or community leagues may take on a project to upgrade their existing playground equipment. These activities will include the assembly (bolting, screwing) of wood and/or metal and/or plastic playground equipment and will usually be completed by community volunteers and/or paid workers. If the community association/league have an existing industry classification of 85901, then the playground project will be considered incidental to their overall operations and classified in this industry.
However, if the community association/league does not have an existing classification of 85901, then the playground project will be classified in 2100, Landscaping, on a voluntary basis. If coverage is requested, then the community association/league will only have to cover volunteers/paid workers for the playground project, excluding the operation of the community association/league.
A business engaged exclusively in the construction/installation of playground equipment will be classified in 2100, Landscaping on a compulsory basis. The construction/installation of playground equipment may include other activities such as land reclamation, augering holes, building retaining walls, fences, sandboxes, concrete work (cementing fence post/playground equipment into the ground, etc.)
Recreation/community type centres with a cultural theme, promoting a particular language or culture, is classified in industry 85909, Friendship and Cultural Centres. These particular type of facilities may include a library, meeting rooms and referral services along with cultural dance, crafts and/or cooking, etc.
Industry Custom Pricing: Waiving Cost Relief Option
This industry has chosen to participate in Industry Custom Pricing effective January 1, 2011. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
