Fire fighters can be employed in a variety of industries. The most common are paid positions within a municipality in an urban centre. The second most common is as a volunteer fire fighter operating in rural areas. In both cases, they are part of the overall operations of a municipality or group of municipalities and are included in the industry assigned to that municipality.

There are circumstances where entities other than municipalities form to provide fire services. The circumstances are broad and can be both for non-profit and for profit ventures. This can include responding to motor vehicle accidents.

Operation Details:

Firefighting co-operatives are made up of volunteers from various occupations and positions within the communities or rural areas served. They participate in fire fighting drills, maintain equipment and facilities as well as performing actual fire fighting duties. Depending on the size, the co-operative will generally have a fire hall in the community to house fire trucks and store a range of fire fighting equipment.

Compulsory:
For profit companies that employ fire fighters and supply the fire truck and all related firefighting equipment will be classified in this industry on a compulsory basis.

Optional:
When a fire fighting co-operative is formed as a separate venture from municipal governments but receives funding from municipal governments they are classified in this industry on an optional basis. The co-operative is classified in this industry because they operate out of a fire station or hall or they own/lease and operate the fire trucks and all related firefighting equipment.

Underwriting Considerations:

Most fire fighting organizations form part of a municipal government and are reported under their respective accounts. Only employers set apart from a municipal government are to be placed in this industry.

The majority of entities engaging volunteers for land search and rescue will fall under account 2979432, which is a special deposit account. Divers engaged in search and rescue are not included in the Deeming Order to cover volunteers under the Emergency Management Alberta account, therefore if an account is required, the operations will be classified in Industry 82712 on a compulsory basis.

Companies providing fire fighters, without supplying the fire truck or other firefighting equipment, are providing a labour only service and as such will be classified in Industry 86911 – Staffing Services – Labour on a compulsory basis.

If a company offers both fire fighters and health/emergency personnel to sites, the entire operation will also be classified in Industry 86911 on a compulsory basis.

Companies hired to fight forest fires are classified in Industry 40604 – Mobile Equipment Operation based on owning or leasing equipment used to fight the fires.

Air search and rescue is classified in Industry 50203 - Flight Operations - Miscellaneous. Commercial diving is classified in Industry 40400 - Industrial/Commercial Construction.

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2009. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
