Effective January 1, 2010 this industry changed to exclusively cover the operations of Alberta Health Services.

This industry covers all Alberta Health Services operations including: health care facilities, health units, continuing care facilities, home support services, psychiatric or mental health facilities, cancer treatment facilities and ambulance services including air ambulance. In addition, the Alberta Cancer Board and the Alberta Mental Health Board are part of Alberta Health Services and are covered in this industry.

Non Alberta Health Services employers must be classified in the appropriate industry classification.

Operation Details:

Alberta Health Services provides a variety of services that operate out of various facilities. These facilities may be referred to as community health centres, health care centres, referral centres or continuing care facilities.

The primary activity is to diagnose patients and provide medical treatment for disease or injury. This typically involves physically handling the patient for treatment or post treatment purposes. Services can include, but are not limited to, ambulance transportation, emergency care, surgery, post surgery care, laboratory tests, radiology, physical or occupational therapy, maternity care, pediatric care, psychiatric services, dental surgery, pharmaceutical services and medical research.

These facilities may have support services such as maintenance, laundry, housekeeping, laboratories and dietary departments. Administrative services may be specific to one site or could be centralized.

Alberta Health Services is also involved with educating the public and delivering health information.

The services provided include: preventative dental services (i.e. examinations, cleaning), environmental health inspections and education (i.e. water supplies, restaurants, prisons, nursing homes, day cares, hospitals, rental housing), disease prevention through immunization, genetic testing and counseling, home care for the elderly or the disabled, speech and language therapy, aids to daily living, birth control clinics, well-baby clinics and school health programs.

Underwriting Considerations:

A change was made where nine Regional Health Authorities have consolidated into one entity know as “Alberta Health Services” effective June 1, 2009.

Effective January 1, 2010 Industry 82100 covers Alberta Health Services operations, Industry 82705 covers Covenant Health operations, and Industry 82710 will cover similar health care related operations undertaken by health care providers not affiliated with Alberta Health Services and Covenant Health.

Industry 82808, Continuing Care Facilities, will cover private, long term care facilities. Those long term care facilities operated by Alberta Health Services are classified in Industry 82100 and those operated by Covenant Health in Industry 82705.

Industry 82500, Medical Centre – Private, will cover private medical and dental practices, clinics and laboratories.

Primary Care Networks (PCNs) are not-for-profit entities established to improve the delivery of primary care. Alberta Health Services PCNs are classified under Industry 82100. Covenant Health PCNs are classified under Industry 82705. Employers who are neither Alberta Health Services or Covenant Health providing PCNs will be classified in exempt Industry 82500: Medical Centre - Private.

Lifelines and Telecares offer greater independence to the elderly or to others with a medical condition by offering 24-hour personal response services 365 days a year. Alberta Health Services employers who provide this service will be classified in Industry 82100.

Doctors having visiting or operating privileges related to their own private practice would be covered under Industry 82500, Medical Centre - Private.

Industry 82704, Home Support Services, will cover employers who provide personal medical care or assisted living to individuals.

Nurses or attendants hired directly by patients would be considered self managed care under Industry 82704.

Businesses providing medically equipped aircrafts without the provision of an emergency medical team are classified in Industry 50203, Flight Operations – Miscellaneous, unless the aircraft is only supportive to the overall operations. Then the operations are to be classified in the appropriate industry classification.

Employers providing medical personnel without the provision of air or ground transportation are classified in Industry 82100 if they are Alberta Health Services, Industry 82705 if they are Covenant Health and 82710 Health Services operations if they are not affiliated with either.

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2010. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
