The schools in this industry include private or independent schools providing academic, industrial arts, and vocational instruction for grades 1 through 12. The industry also covers early childhood services offered in conjunction with grade school education.

Operation Details:

Compulsory:
Independent or private schools may be conducted from residences, churches, community centres, etc. Student or teacher boarding facilities offered by such schools are covered under this classification.

These schools must have an approved curriculum through Alberta Education. However, they do not receive the same level of funding as public and separate school boards.

This classification is also used for correspondence schools offering grade school curriculum.

Optional:
'Tutors' are normally teachers, although a teaching certificate is not a prerequisite. Tutors instruct individual students in academic subjects. There are businesses that specialize in tutoring services to elementary, junior, senior and university or college students. These businesses may have small classrooms to provide tutoring to a number of students. These types of tutoring services are covered in this industry on an optional basis.

Underwriting Considerations:

This classification also describes schools offering instruction in the areas of speech and communication. A variety of languages (including sign language) may be taught using various aids, such as CD's, records, tape recorders and head sets.

Private schools often have a religious affiliation with a church. If optional coverage is desired for the operation of the church, a separate classification would be required under Industry 83100 - Churches/Religious Orders.

A charter school is operated in accordance with the charter approved by the Minister of Learning/Education. A charter is an agreement between the Minister of Learning/Education and an individual or group regarding the establishment and administration of a charter school. The charter describes the unique educational service the school will provide, how the school will operate and the student outcomes that it intends to achieve. Charter schools are public schools that provide a basic education (as defined by Alberta Learning) in a different or enhanced way to improve student learning. The expectation for the educational services offered by charter schools is that they will be different from what is locally available. Charter schools must demonstrate the potential to improve the learning of students. Effective 2010, Section 3 of the General Regulations now applies to teachers employed by charter schools.

Section 3 of the General Regulations defines exemptions to the WC Act. Employers wishing coverage for academic teachers must make a separate application. If academic teachers are to be included or excluded, make this reference in the operations title. E.g. “Excl. Academic Teachers”.

Community Adult Learning Centres (CALCs) are classified in Industry 80301 - Specialty Schools - Professional/Personal on a compulsory basis. Community Adult Learning Centres are non-profit organizations funded primarily by the provincial government through Alberta Learning. The councils are encouraged to collaborate with community groups to sponsor, develop and deliver volunteer tutor adult literacy programs in their communities. The CALCs' mandate is to identify needs and provide educational opportunities which fulfill these needs for adults in the community.

Alberta Learning also supports Volunteer Tutor Adult Literacy programs. Volunteer Tutor Adult Literacy programs recruit and train volunteer literacy tutors and match them to adult learners. Tutors and learners meet once or twice a week at home, in a library or in the literacy program's office. The types of courses offered are literacy courses through Community Based Adult Learning, whereas the CALCs offer literacy and further education opportunities. It is not uncommon to have the Volunteer Tutor Literacy program working out of the same office as the CALCs, with possibly the same workers, as their goals are very similar in nature and funding comes from the same government source. If the Volunteer Tutor Adult Literacy program is offered as a stand-alone business/program it will be classified in Industry 80301 - Specialty Schools - Professional/Personal on an optional basis.

Businesses offering seminars, personal and professional development workshops, sale technique training, etc. are classified in Industry 80301 - Specialty Schools - Professional/Personal.

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2010. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
