This industry includes the vacuum truck removal or recovery of industrial by-products, pollutants, hydrocarbons, toxic wastes and other liquid wastes from oil wells, gas wells, refineries, heavy oil extraction plants, chemical plants and other industrial plants sites. It also includes the vacuum removal and disposal of fertilizer, grain, sulphur and other dry waste products from industrial and commercial sites such as elevators and rail car derailment sites. Septic tank and farm waste removal is also part of this industry

Operation Details:

Equipment used ranges in size from a single axle truck with small tank storage and moderate pumping power, to tandem and larger trucks with larger tank capacity and powerful pumping units.

The major feature of this industry is the recovery and removal of products from an employer's work site. The transportation of the product is an integral part of the services provided.

This industry includes hydro-trenching/hydro-excavating, where water is applied under pressure to the ground creating a mud/slurry which is simultaneously vacuumed up by a truck, equipped with both a vacuum and water ejection apparatus and holding tank. The purpose is to expose pipe/utilities for further trenching and excavating without causing pipe ruptures.

All employers in this industry are members of Energy Safety Canada (ESC). Safety associations represent the interests of employers and promote workplace safety through education and other initiatives. Improved workplace safety can result in fewer claims and help lower premiums. A portion of premiums collected is allocated to the association to support these initiatives.

Underwriting Considerations:

Vacuum services that become involved with pressure cleaning services do not warrant the additional industry for pressure cleaning. Both activities use similar pieces of equipment and processes and for this reason have been included in the same rate group.

In addition to the vacuum removal and disposal of dry fertilizer waste, the use of vacuum trucks for the removal and disposal of animal waste and plant residues which can act as liquid organic fertilizers is classified in this industry.

Industry 06306 is in a rate group with Industry 09902 – Mobile Pressure Cleaning Services and Industry 09927 – Mobile Oilfield Waste Treatment Services. Where employers have business activities listed in more than one industry in this rate group, the employer is not eligible for separate classifications and is assigned a single industry that is most representative of the overall business conducted.

Industries in the Industrial Cleaning Services rate group cover services that are mobile in nature. Employers in this rate group may also have fixed site or plant locations to receive and treat oilfield waste. Employers would require an additional industry classification for maintaining fixed plant locations in Industry 36502 – Oilfield/Industrial Hazardous Waste Management.

Vacuum services for the express purpose of cleaning residential furnaces and duct work is classified in Industry 89705 - Furnace Cleaning Services.

The rental of portable toilets may also be performed by vacuum waste removal businesses or they may be a separate independent business. Portable toilets may be rented from one day to several months. The toilets require periodic pumping out, similar to septic tank cleaning; this is part of the rental agreement. The rental of portable toilets whether done in conjunction with a vacuum waste removal business or conducted as a separate independent business is classified in this industry.

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2013. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

Rate Group History:

Effective January 1, 1992, activities involving compressed air services, hot oil treatment, mobile steam cleaning and high pressure water cleaning all were consolidated in this rate group with vacuum truck services. Research has determined these activities have similarities in equipment and processes. The consolidation eliminated the opportunity for activity crossover between industries.

Effective January 1, 2015, this rate group has been moved to Sector 2 - Mining and Petroleum Development to better reflect the overall nature of the services within the rate group.
