Bulk Petroleum Dealers

This industry includes the purchase, storage, resale and bulk distribution of petroleum based products including fuel, synthetic (“man-made”) fertilizer, chemicals and explosives.

Operation Details:

Compulsory:
Bulk fuel dealers are usually agents or distributors of major oil companies and operate from locations referred to as bulk oil plants. These businesses distribute gasoline, diesel fuel and heating oil to residential, commercial and industrial users, delivering and unloading the product into storage tanks owned or rented by the customer. Bulk fuel dealers will handle related products such as motor oil, grease, anti-freeze, etc. These dealers often have automotive fueling operations (retail gas sales) which would be incidental unless accompanied by automotive repair, in which case an additional industry may be warranted.

Synthetic fertilizers are “man made” inorganic compounds – usually derived from by-products of the petroleum industry. Examples are Ammonium Nitrate, Ammonium Phosphate, Superphosphate and Potassium Sulfate. Distributors of synthetic fertilizers will sell and deliver both granular and liquid fertilizer as well as anhydrous ammonia for agricultural purposes. These employers will also sell and distribute agricultural pesticides and herbicides. These operations will include soil analysis, blending and mixing, applicator rentals as well as some custom application. Esso bulk oil dealers, in particular, will offer both bulk fuel and fertilizer sales.

The sale and distribution of bulk chemicals refers primarily to the industrial chemicals such as glycols and methanols used as an antifreeze by natural gas processing plants.

Explosives sales and distribution can be either packaged or bulk and have industrial uses in seismic exploration, road construction and mining operations. Bulk sales may include on-site blending, particularly at a mine site, of an ammonium nitrate (granular fertilizer) and diesel fuel mixture. Packaged explosives are delivered to the user in specially designed truck units from well secured and usually secluded storage facilities known as magazines - specially constructed steel buildings which may be partially underground or bunkered. Sales may include technical consulting on the proper use however; these companies do not become involved in blasting operations.

Optional:
Effective January 31, 2020, synthetic fertilizer spreading as a service business became optional due to new farming legislation. When these services are the sole or primary activity of the business, farming/ranching coverage rules apply (ie. mandatory coverage for waged non-family workers, waged family members may be optional/mandatory depending on whether partners/shareholders are family members).

Employers with six or more waged non-family workers can choose to have their workplace insurance coverage under the Workers’ Compensation Act or through a private insurance provider. Employers are not required to have workplace insurance if they have five or fewer non-family workers, or hire workers for less than six consecutive months.

Underwriting Considerations:

The sale and distribution of propane is classified in Industry 69300 – Propane Dealers.

Distribution of bulk fuel, chemicals and synthetic fertilizer directly from the refinery or petrochemical plant to the customer, is part of this industry provided there is a purchase and resale of the product, such as it is the delivery of one’s own product and is not being delivered by a for-hire or common carrier who is being paid for the delivery service only.

Synthetic fertilizer sales done in conjunction with the operation of a grain elevator is classified in Industry 52400 – Grain/Seed Handling Operations.

The use of vacuum trucks for the removal and disposal of animal waste and plant residues which can act as liquid organic fertilizers is classified in Industry 06306 – Wet/Dry Vacuum Removal.

Feed lots or corral cleaning services which spread manure (solid organic fertilizer) obtained from their cleaning services is in Industry 02105 – Feed Lot/Corral Cleaning.

This industry withdrew from Industry Custom Pricing effective 2013.

This industry voted not to participate in Industry Custom Pricing effective January 1, 2013. Costs related to the aggravation of a pre-existing condition are now eligible to be relieved from an employer’s experience records (on claims affecting 2013 premium rates and onwards). The industry will return to Standard Pricing and the cost relief levy will be added to the industry rate, as it is required fund cost relief.

Propane distribution was added to this rate group in 1996. This rate group recognizes similar activities and equipment required in sale and distribution.
