This industry includes two types of operations. The first is a water distribution cooperative or joint venture established by more than one municipal government to maintain a water supply for the exclusive benefit of their own collective taxpayer base. The second is similar to the above in relation to the establishment of a cooperative or joint venture, however their focus is on the operation of a water treatment plant exclusive of the municipal government's operations.
Operation Details:
Water distribution cooperatives maintain their own water supply through the pumping of water from catch basins or cisterns. Purification may be performed by filtration or adding chemicals such as chlorine. The water is distributed to residents who are members of the cooperative. The employees' duties include purification, reading meters, taking water samples for analysis, minor repairs and maintenance.
The second type of operation is a water treatment plant. Municipalities form a commission to operate a water and sewage treatment facility. The municipalities are connected to the plant by a series of pipelines. A screening process removes fibrous materials from waste water, which then passes through a series of tanks for further purification. The sludge collected is decomposed into methane gas or is used as fertilizer. The treated water, after being tested for pollutant content, is returned to the river. The employees' duties include monitoring computer equipment, testing samples and performing maintenance and repair work.
Underwriting Considerations:
Contractors engaged to provide specialized servicing or maintenance, relative to electrical or mechanical systems, would be classified in the appropriate trade industry.
A utility operated by a municipality, primarily to serve its own taxpayer base, is considered part of the overall business of the municipality and classified in the respective municipal government classification.
