Irrigation/Drainage District

Industry Code: 57601

Compulsory

This industry consists of districts which have been established for the exclusive purpose of operating and maintaining the infrastructure of canals, pipelines and off-stream storage reservoirs in conjunction with a system of water management.

Both Irrigation and Drainage Districts are included here.

Operation Details:

This industry consists of the 13 Irrigation Districts in southern Alberta which were created under the Irrigations Act of 1968.

Irrigation districts contain hundreds of miles of canals, and ditch riders drive from one delivery point to another, opening and closing gates as water is required. Construction and maintenance of the systems requires the use of such equipment as draglines, backhoes, dozer scrapers, front end loaders, trucks, tractors, trailers, etc. For this purpose, equipment maintenance crews, equipment operators and labourers are hired.

Drainage Districts are established for the purpose of improving the natural drainage of the terrain. A main channel or canal is constructed or improved and maintained, as well as smaller tributaries or troughs which lead to the main canal from the land. The district may have full time maintenance people on staff, and is responsible for obtaining easements from farmers. Also, the Drainage Districts may have a small amount of equipment such as draglines, backhoes and dozers to maintain the ditches.

Underwriting Considerations:

Irrigation Districts are local authorities with an elected Board of Directors. They are responsible for the effective administration of the District and control the services provided to the water users. The major works are engineered, supervised and conducted by Alberta Environment.

Subtrades are contracted for construction related activities, with some local farmers using their own equipment; these contractors should be classified according to the service provided. For example, electrical contractors would be classified in industry 42124; heavy equipment operators would be classified in industry 40604, Operation of Heavy Equipment, etc..
