Quality Control Services - Construction

Industry Code: 51506

Compulsory/Exempt

This industry includes businesses that provide independent third-party visual inspections directly for the project owner. This service is provided on capital construction and fabrication projects for the purpose of ensuring pipes, piping systems, vessels, etc. are constructed to specification.

This industry includes businesses that provide equipment and material control services (on a compulsory basis), as well as businesses that expedite goods and materials for companies (on an optional basis).

Operation Details:

Compulsory:
Quality control services are provided to the owner/principal company to ensure quality standards in materials and workmanship are maintained by the contracted general fabricator or construction firm. Quality control services are provided by individuals bearing job titles of supervisors, consultants, or inspectors, and tend to involve day-to-day visits on-site. These businesses act as a liaison only and do not hire subtrades.

Equipment and material control services are also included in this industry on a compulsory basis. The on-site contractor provides the material or equipment to be used for the project. Activities include maintaining an on-site order desk to provide subcontractors with tools and equipment as needed; maintaining inventory and stock control of tools, equipment and materials; and arranging for tool and equipment rentals from other sources.

The services provided by businesses in this industry may be on-site or in a shop environment. The equipment may include a clipboard and checklist, radio/cell-phone, and truck. The occupational mix may be technical staff, engineers, sales/estimators, and office/administration staff.

Optional:
Businesses that expedite goods and materials for companies are considered optional.

Expediting businesses are contracted to ensure supplies are correctly routed and delivered to destinations as ordered. Expeditors do not buy and sell goods, nor do they transport the goods themselves. The expeditor has the list of goods ordered and ensures that they reach the common carrier on time. Expeditors may also supervise the loading or unloading of goods. An example of an expediting business would be a company that is contracted by an oil and gas company to ensure the accurate and expedient delivery of food and supplies to the firm's northern Alberta exploration camp. The inspection of cargo damage/loss is an activity typically performed by expeditors, but it does not include certified appraisal of any damage which would normally be performed by their insurance company.

Underwriting Considerations:

A business or individual with responsibilities for supervision on behalf of the general contracting company is classified in the appropriate manufacturing or construction industry.

Project managers, who are hired by an owner to oversee the complete construction project - administration, purchasing, quality control, scheduling, etc. are classified in Industry 40400 - Industrial/Commercial Construction.

Engineering firms, as part of an overall engineering contract, may also provide quality control services and would remain classified under Industry 86400 - Engineering.

Businesses that provide independent third-party building code inspections or pre-purchase inspections are classified under Industry 86922 - Visual Inspection Services. Visual Inspections of tanks or vessels that are done for a project owner are to be classified in this industry. Visual Inspections done for a general contractor are to be classified in the appropriate construction industry on a compulsory basis.
