This industry describes the operation of specialized for-hire trucking equipment to allow for specialized off-loading services, off-highway transportation, and to accommodate the transportation of over-sized and/or overweight loads, such as large construction equipment/cranes, lengths of precast concrete, plant equipment/vessels, etc.

Operation Details:

Businesses may own or lease trucks, vehicles and equipment and may operate shipping/receiving facilities or terminals. Businesses may opt to subcontract lease operators to provide trucking/delivery services, while only conducting scheduling, dispatching, and billing services in-house.

Pilot vehicles may be required to escort oversized loads and are integral to this industry, while also providing occasional hot-shot services.

Businesses may utilize trucks with pickers, booms, winches, tow bars and trailers such as low-boys, center-drop, extendible, and gooseneck are examples. It is recognized specialized trucking businesses may utilize and operate flat deck trailers as well. Businesses may operate warehouses/terminal/storage yards, vehicle repair facilities and dispatch equipment. Staff requirements may include drivers, labourers, yard/warehouse workers, mechanics, dispatch/traffic/logistics staff, sales/estimators, office/administration.

All employers in this industry are members of Alberta Motor Transport Association (AMTA). Safety associations represent the interests of employers and promote workplace safety through education and other initiatives. Improved workplace safety can result in fewer claims and help lower premiums. A portion of premiums collected is allocated to the association to support these initiatives.

Underwriting Considerations:

Towing or hauling mobile, modular or industrial camps on dollies or their own axles are also activities within the industry. Log hauling is classified in industry 03100. Specialized trucking services specific to the oilfield are classified in industry 50720. General for-hire delivery services are classified in industry 50714. Hauling garbage as a utility function is classified in industry 57901.

Businesses in this industry may develop proprietary software and offer services online where their customers (shippers) may make selections from listed carriers to coordinate/schedule deliveries or the trucking of goods. Businesses may solely use subcontract drivers or common carriers to provide delivery/trucking services. These companies retain principal responsibility for the shipping and are classified as a trucking business. Proprietary software for transportation logistics can be developed in-house and utilized by customers for an additional fee aside from actual delivery services and are considered part of the trucking business.

Businesses which coordinate transportation services and complete documentation for overseas shipments and charge a fee for services passing on actual shipping cost without any mark up may be classified as freight forwarding - Industry 86901, provided there is otherwise no freight handling, warehousing or local delivery or up, etc.

Industry Custom Pricing: Modified Experience Rating and Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing. Effective January 1, 2010, employers in this industry participate in the Waiving Cost Relief option and the Modified Experience Rating option.

Under the Waiving Cost Relief option, costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

With Modified Experience Rating option, the following experience rating features will be used in determining the premium rate for employers in the Large Employer Experience Rating Plan:

-Maximum discount or surcharge of 60%
-Maximum participation of 100%
-Maximum experience used of 100%
-Participation rate of 1% for every $2000 in premiums
