This industry includes businesses which provide various air services using rotary wing aircraft (helicopters).

Operation Details:

Businesses offering helicopter services and charging a fee for the flying time are classified in this industry. All activities that a helicopter service performs (i.e. ground support) will be covered.

Services provided by businesses in this industry include aerial application and distribution of materials used to inhibit and destroy insect life harmful to plants, or to distribute materials to foster growth of plant life or fish. Other activities include aerial construction, heli-logging, control (fire suppression, hail suppression, etc.), inspection, reconnaissance, advertising and transportation including transportation of seismic equipment to remote areas.

Up until July 1996, the Canadian Transport Commission had separate classifications for helicopter services as outlined below.

Class 4 allows the air carrier to provide charter air service wholly in Canada. This class allows the carrier to offer public transportation of persons or goods, and includes recreational flying.

Class 9-4 allows for international charter air service which is similar to the class 4 description, except the service is operated between points in Canada and points in any other country. Specialty commercial air service, operated from a specified base, is provided for in class 7.

Underwriting Considerations:

Photography businesses which own aircraft and provide photography services (revenue generated from the sale of photographs), are specifically related to scenic aerial photography, are included in industry 50203, Flight Operations, Misc., on a voluntary basis. However, these photographers usually rent an airplane or helicopter to perform the photography. The business that is renting the aircraft is providing a flying service and would be classified in the appropriate air services classification on a compulsory basis.

Aerial surveying includes mapping, counting animals, setting boundaries, and recording phenomenon under or above the earth's crust; it is classified in industry 50203, Flight Operations, on a compulsory basis.

When businesses own their own aircraft and use this aircraft for their own business purposes, it is considered to be part of the business' overall operation and they do not require an additional classification for air services.

Aircraft ground services such as baggage handling, refueling, overhauling engine/airframe, etc., when provided independent of an airline, are classified in industry 50200.

Helicopter businesses which exclusively provide emergency ambulance services including the provision of medical personnel, are underwritten in industry 82100, Active Treatment Centers. Businesses which provide medically equipped helicopters and pilots, without providing the medical crew, are classified in this industry (50107).

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2010. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
