This classification describes a general contracting business that is responsible for the ongoing or everyday maintenance activity required in the operation of an industrial or petro-chemical plant site.

Operation Details:

Contract plant maintenance contractors provide ongoing and everyday maintenance services and support to industrial and petro-chemical plants with respect to the general appearance and working order of the operation. Regular duties include repairing and servicing of equipment and components to avoid costly breakdowns of the operation, with ongoing work done by millwrights, pipefitters, welders, and other construction trades.

The continued operation of a plant eventually requires that overhauls be conducted on vital parts and processes in the plant as they wear down and become less efficient over time. This is known as a shutdown. A plant then goes through a major phase of rebuilding, refurbishing, replacing and reconstruction activity involving various trades and skills to quickly get the plant up and running again as before. De-bottlenecking pipe to increase oil flow, repairing or replacing vessels, etc. Workers of the plant maintenance company are diverse in trade and contribute to shutdown work. In this situation, the shutdown work is considered part of the overall plant maintenance contract.

Usually the plant operator or owners provide facilities for repairs, millwright work, sheet metal, electrical/mechanical/steel fabrication/welding/carpentry, etc. The contractor often provides small tools and equipment, including vehicles for transportation at the site. Plant maintenance contractors may use various construction and manufacturing equipment, trucks, materials, and use various construction trades (often non-union), technical staff, sales/estimators, and office/administrative staff. The contractor often administers its own safety programs or in conjunction with the plant owner/operator.

All employers in this industry are members of the Alberta Construction Safety Association (ACSA). Safety associations represent the interests of employers and promote workplace safety through education and other initiatives. Improved workplace safety can result in fewer claims and help lower premiums. A portion of premiums collected is allocated to the association to support these initiatives.

Underwriting Considerations:

During shutdowns, additional staffing resources are required: welders, pipefitters, millwrights, boilermakers, instrument mechanics, electricians, etc. General contracting businesses that are brought in to assist during shutdowns only are classified in industry 40400. Trade specific businesses that are brought in for shutdown work only are classified in the representative industry trade classification: welding, industry 89401; electrical, industry 42124; industrial labour services under industry 86911, etc.

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2016. For employers participating in the Experience Rating Plan for Large Employers, the following experience rating features will be used in determining their premium rate:

- Participation rate of 1% for every $2000 in premiums
- Maximum participation of 100%
- Maximum experience used of 100%
