Industry Code: 42103
This type of boring is to burrow holes under roads, waterbodies (creeks, streams, etc.), railways, airstrips, sidewalks, lawns, driveways, etc., to establish openings for sewer or water lines, telephone or cable tv lines (utility lines).
Operation Details:
Commonly, a boring machine is mounted on and operated from a truck, but can be portable for use away from the truck. For example, an excavation may be dug by a roadside. The boring machine is placed in the trench and a hole is drilled by auger to a width of, perhaps, 3 feet, permitting the cable or wire to be laid underneath the roadbed.
Another method of burrowing is with an underground piercing tool which operates with compressed air. A long (approx. 4 feet) chisel head vibrates its way through the soil leaving a small hole in its path.
Businesses may use auger trucks, auger bits, air/gas compressors, handtools, and employ equipment operators, technical staff, labourers, drivers, sales/estimators, and office/administrative staff.
All employers in this industry are members of the Alberta Construction Safety Association (ACSA). Safety associations represent the interests of employers and promote workplace safety through education and other initiatives. Improved workplace safety can result in fewer claims and help lower premiums. A portion of premiums collected is allocated to the association to support these initiatives.
Underwriting Considerations:
Shothole drilling is the boring of holes for the purpose of holding explosives used in seismic exploration activities and is classified in industry 09201. Rathole/rig anchoring is performed prior to the placement of a drilling rig and is classified in industry 09904. Water well drilling is performed for domestic, commercial and irrigation applications to drill water wells or for obtaining deep core samples and is classified in industry 42130. Businesses procuring soil samples obtain samples for such companies as engineering firms in anticipation of future projects such as pipeline work, sewer and waterline installation, etc., and are classified in industry 42150.
Businesses which offer a cross section of the drilling services included in the rate group are classified in the industry which represents the majority of the drilling services performed.
Hydro excavating is classified in Mobile Equipment Operations (industry 40604). Blasting tunnels is classified in industry 40604.
Effective 2025, based on polling results of employers in the industry, this industry will return to Standard Pricing from the Industry Custom Pricing – waiving of cost relief option (ICP-CR). This industry participated in ICP-CR from 2011-2024.

Rate Group History:
This rate group includes most types of drilling businesses, other than oil and gas drilling. In 1992, rate group 421200 was established, consolidating a number of drilling businesses which use similar drilling, boring and augering activities, equipment, processes and occupational mixes. In 1999, rate group 421200 was consolidated with shot hole drilling, rate group 092101, sector 2 - Mining and Petroleum Development.
