Industry Code: 38100
This industry is intended solely for those employers that manufacture a variety of measuring, recording or control instruments or instrument systems.
Operation Details:
Instrumentation systems are generally designed to control, measure or record the flow of air or fluids and are used in various industrial applications including pipelines, industrial plants, heating and plumbing systems, as well as recording instruments used by businesses in the geophysical industry.
Typically this type of operation will have a significant engineering and design element, as well as involve an assembly or manufacturing element. Assembly would take the form of electronic “stuffing” of boards and/or mounting of boards or other devices into cabinets.
Assembly involves piecing together all components of the instrument being manufactured. The manufacturing component may involve an element of sheet metal manufacturing for small cabinets and enclosures for the instruments. Manufacturing may also involve machining of small parts and plastic extrusion of small components for the instrument.
Underwriting Considerations:
These control systems may be computerized and will require the development of specialized software programs to operate the system and is included in this industry when part of the systems package.
Employers in this industry may subcontract out component manufacturing and assemble only or they may contract out the entire manufacturing part of this business. These employers are still considered to be the manufacturers and remain classified in this industry.
This industry is for manufacturing employers only. As part of the manufactured product purchase agreement, a business may also consult on the installation of the same product by others, but assumes no responsiblity or involvement in the actual installation. The manufacturer may also provide for some after-sales warranty service of the equipment manufactured.
Generally, construction related employers install repair or maintain instrumentation and control systems. Mechanical instrumentation would be classified in industry 42122, electrical in industry 42124, refrigeration/air conditioning in industry 89600 and heating in industry 42117. There are cases where employers may not be trade specific and may maintain all of the above systems in which case the most appropriate industry should be assigned in the Mechanical Contracting Services rate group.
Industry Custom Pricing: Waiving Cost Relief Option
This industry has chosen to participate in Industry Custom Pricing effective January 1, 2011. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

Rate Group History:
This industry was reviewed in detail throughout 1996 with changes implemented in 1997. The effect of this project was to remove construction trade employers from manufacturing and to place them into a suitable construction related industry. In most cases, this meant reclassifying an operation from manufacturing to industry 42124, Electric Wiring.
