This industry includes the manufacture of intermediate petrochemicals by changing the molecular structure of hydrocarbon compounds (crude oil & natural gas). Also in this industry is the manufacturing of various fertilizers, nickel refining, and recovery of precious metals. As well, the manufacturing and/or bottling/packaging of industrial gases such as oxygen, acetylene, nitrogen, carbon dioxide, and dry ice is included here.

Operation Details:

Petrochemical manufacturing is a highly automated, continuous plant process that utilizes chemical conversion principles (e.g. oxidation, polymerization, cracking, reduction) to convert raw materials (feedstock) of hydrocarbons (crude oil and natural gas) into industrial chemicals and resins. These products are typically "intermediate" products that are used in further manufacturing operations to produce "end products" such as synthetic fibers (nylon, rayon, etc.), plastics, rubber, solvents, refrigerants, explosives, etc.

Petrochemical plants consist of a series of compressors, valves, pressure vessels, distillation columns, absorbers, evaporators, piping systems, etc., all monitored and controlled by computers, with control room and plant operators overseeing production. Plant facilities typically include a utilities department for steam generation and water purification. Manufacturers are also usually involved in some end-product manufacturing such as plastic film, extruded polystyrene. An additional classification is not required for these end products when in conjunction with petrochemical manufacturing.

Manufacturing of various liquid and granular fertilizers is also included in this industry. They are used primarily for agricultural applications, but also for lawns, gardens, plants, shrubs, etc. Fertilizers are the product of feedstocks including natural gas, phosphoric rock, and liquid sulphates, which are used in various combinations and using similar chemical conversion principals and facilities as petrochemical manufacturing above. Products include anhydrous ammonia, ammonium phosphates, urea, ammonium nitrates, etc. Product finishing may require some blending and packaging, and businesses maintain large storage facilities for transport via truck and rail. Products are sold locally, nationally, and internationally, often through a network of independent agents.

Nickel refining is included here, which utilizes a leaching process by combining an ammonia solution under intense heat and pressure to separate nickel from ore. In a three part process, nickel is dried into a powder form, which can then be pressed into bricks, packaged for sale for use in the manufacture of stainless steel, or hot rolled into strips for coin blanks. Pressing of coin blanks, commemorative coins and medals form a part of this industry when in conjunction with nickel refining.

The recovery of precious metals also utilizes a leaching process to separate silver, gold, platinum, copper, etc. Using chemicals and centrifugal force or intense heat in crucible, once the metal is separated it is sent to another company for refining or combined with other metals to form pellets or bars which again are sold to unrelated companies for jewelry manufacturing, computer parts, etc.

Also included here are businesses that manufacture and/or bottle/package industrial gases. Manufacturing involves compression of air/gas to a very high pressure before sudden expansion is allowed to lower its temperature. This process is repeated until the gas reaches - 300 F where the gas is liquefied. The mixture is then reheated and each component gas is separated and drawn off, before being transported to clients in steel cylinders or in bulk by liquid tanker or pipeline. Production of dry ice involves freezing of carbon dioxide into a solid form and packaging. The product is sold to wholesale clients in industry and medicine, such as welding, manufacturing, food processing, anesthetics, oxygen therapy.

Underwriting Considerations:

Companies engaged in petrochemical end products manufacturing without petrochemical manufacturing would generally be classified in Industry 37301 (Mfg Plastic Products) or 37902 (Chemical Products Blending and Packaging).

When petrochemical manufacturers contract out the plant maintenance or day to day operation of their facilities to unrelated companies, these companies are classified in the industry they are conducting, such as 40400 for shut downs or 42129 for ongoing day to day maintenance.

The manufacture of coin blanks, commemorative coins and medals form part of this industry.

Employers who manufacture and/or bottle industrial gases that also have retail outlets and/or distribution require an additional classification. Industrial gas employers who also operate welding supply outlets will require an additional classification in Industry 62303, Industrial Supply Stores. Industrial gas employers which also operate respiratory therapy outlets, including the supply of oxygen and the sale or rental of oxygen tanks, will require an additional classification in Industry 33901, Medical Equipment - Sale, Service, Install and/or Repair.

The dismantling of telephone switching equipment, circuit boards and computers to recover gold, silver, platinum, etc. is classified in Industry 33902 - Electrical Components Mfg.

Industry Custom Pricing: Waiving Cost Relief Option and Modified Experience Rating

This industry has chosen to participate in Industry Custom Pricing. Effective January 1, 2011, employers in this industry participate in the Waiving Cost Relief option and effective January 1, 2015, employers are also participating in the Modified Experience Rating option.

Under the Waiving Cost Relief option, costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

With Modified Experience Rating option, the following experience rating features will be used in determining the premium rate for employers in the Large Employer Experience Rating Plan:

- Maximum discount or surcharge of 60%
- Participation rate of 1% for every $2000 in premiums
- Maximum participation of 100%
- Maximum experience used of 100%
