Published products include newspapers, magazines, books, manuscripts, catalogues, flyers and other print or electronic/online materials. Online versions are sometimes referred to as e-zines, e-flyers, etc.
Operation Details:
Businesses in this industry compose, edit, prepare layouts and design graphics, market and distribute literary material, manage royalties, and in some cases print the materials.
Newspapers are publications, usually issued daily or weekly, containing current news, editorials, feature articles, and usually advertising, including flyer inserts.
Businesses that create, maintain, and run online magazines and flyers are classified within this industry on a voluntary basis, as are businesses that have established a proprietary website for the purpose of bringing together buyers and sellers into an electronic marketplace. If they print copies of the online magazine or website, coverage is compulsory. This also applies whenever printing is carried on by a related or service company.
Where printing of published materials is carried out by unrelated companies that are not in a service relationship (majority of work performed for the employer), coverage is voluntary.
The distribution of both newspapers and/or advertising may make up part of a business's overall publishing operations. If these operations are carried out separately by a related business, coverage for them are still compulsory in industry 28900.
Employers will use the services of reporters, photographers, writers, and editors to organize materials. Advertising is integral to newpapers and magazines, utilizing ad writers and advertising personnel to sell advertising space and marketing programs. Production staff will include graphic arts staff, web designers, typesetters and printing press operators. Most large newspapers utilize a "web" or continuous line printing process. Newspapers may also, whether mechanically or manually, coordinate the insertion of flyers and other inserts into its publications.
Underwriting Considerations:
The provision of advertising distribution services including the door to door delivery of flyers, when conducted independent of any other compulsory venture, is exempt under the General Regulations and would be classified in industry 86202 on a voluntary basis.
The distribution of newspapers, when conducted independently of any other compulsory venture, is classified in industry 86202 on a mandatory basis.
Businesses that only provide a copying service, whereby the finished material is electronically copied, are classified under Industry 27402, Electronic & Photographic Printing.
Businesses that provide web or offset printing services, but do not provide any publishing or other related services, are classified in Industry 28600, Printing and Bookbinding.
Industry Custom Pricing: Waiving Cost Relief Option
This industry has chosen to participate in Industry Custom Pricing effective January 1, 2013. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
