Businesses which provide photo finishing, photographic reproduction and microfilming services are included in this industry on a voluntary basis.

Operation Details:

Photo finishing is the processing of film and includes additional services such as enlarging, tinting, retouching, making negatives from photos, etc.

Photolithography and/or photo typesetting, as well as photo reproduction, involve the transfer of documents or images through the use of film for further reproduction. Lithography involves the transfer of the film image or document onto a thin aluminum plate. The aluminum plate is then inserted into the printing press for reproducing letter head, posters, etc.

Microfilming requires cameras, duplicators, and processors to transfer documents, printed pages, etc. onto microfiche in a reduced size. It is used to save space in storage and in transporting documents.

Electronic printing uses high technology photocopiers that incorporate an electrostatic process for reproduction of printed material. These employers usually specialize in low volume, quick print orders for newsletters, business forms, letterhead, business cards, etc. The services will also include folding, cutting, laminating, collating, binding, stapling, etc.

Businesses that provide video cassette reproduction services, when performed apart from a video rental business, are included under this industry classification.

The manufacturing of envelopes is an automated process that may include some printing activities and processes.

Paper of varying thickness and color is used to produce a variety of envelopes, through the use of steel dies which stamp out the desired size and shape. Printing may be done to a customer's specifications with the use of printing machines, either before or after the envelopes are stamped out of the rough sheets of paper. In cases where printing is done, the customer may supply the design plate.

The envelopes are then run through folding machines - different machines are used for envelopes with top openings, side openings, etc. It is here that the glue is applied and dried by hot air; the envelope is folded and glued together. If windows are included, the hole is stamped before the folding process, and windows are added in the folding machine.

Underwriting Considerations:

Photo typesetting businesses are only included in this industry when the typesetting services offered are exclusive of any other services such as a graphic arts business, which are classified under industry 86913, Drafting and Designing services upon voluntary application. When typesetting services are offered as part of an overall advertising agency, the business is classified under industry 86200 - Advertising Agencies. When businesses offer lithography or typesetting services as part of a commercial printing operation, these preprint services form part of the printing industry and are classified under industry 28600, Printing/Book Binding.

Photofinishing businesses, exclusive of any other retail operations, are classified in this industry on a voluntary basis.

Businesses that offer photofinishing services as part of a retail sales operation are classified under the appropriate retail classification, on a compulsory basis. For example, a firm that offers a one hour photo finishing service in addition to retail sales of photography related cameras, photography equipment, film, supplies, etc. would be classified under industry 69904, Novelty, Gift and Hobby Stores.

Businesses that provide publishing services in addition to printing services, including marketing, production and distribution of the printed literature, are classified on a compulsory basis under industry 28600, Printing/Book Binding.

In the manufacturing of envelopes, some hand folding may be required for special orders of extra thick envelopes.

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2009. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
