Businesses in this industry sell building materials such as lumber, drywall, insulation, paneling, plumbing and heating and electrical supplies and hardware items, as well as related tools, houseware items, etc.

Some of the new home improvement centers are large one-stop shopping stores for a wide range of home improvement and home enhancement products. They serve the retail customer, handyman type and some trade contractors.

Operation Details:

Typically a home improvement centre would employ sales staff with a particular expertise in building products, as well as clerks, warehouse, yard and delivery personnel.

Equipment would include table saws and forklifts. Lumber is cut only when a specific dimension is requested by a customer. No manufacturing or fabrication is performed.

Consulting and designing services are offered to homeowners as well as construction contractors. Installation services of the various products sold may be provided though a referral or subcontract basis.

In rural areas, the home improvement centers are referred to as Agri Centers and sell more agricultural related goods, such as fertilizer, seed, posts, fencing wire, troughs, pens, etc.

Underwriting Considerations:

This industry is for retail sale and does not include manufacturing or installation activities.

Employers which otherwise qualify as building supply dealers or home improvement centres but have installers on staff or conduct general construction operations in conjunction with the retail sale will require an additional industry in the appropriate construction industry.

Home Improvement Centers involved in ongoing fabrication or manufacturing of wood products such as trusses, floor joists, cabinets, doors will require an additional industry in the appropriate manufacturing industry or construction if onsite erection is involved.

Employers principally engaged in wood product manufacturing may be involved in the sale of related hardware and all operations are classified in manufacturing or construction and in such cases, an additional industry for sales is not warranted.

Home improvement centres will also provide equipment and tool rentals and may expand operations on a seasonal basis to include garden center products. Employers specializing in these activities would be classified in the appropriate industry.

Hardware stores, classified in industry 67300, may sell some building materials such as plumbing, heating, and electrical goods, etc.; however, they do not install or arrange for installation. Hardware stores do not carry a lumber inventory or cut lumber and generally do not sell other building materials such as drywall, insulation, etc.

If an employer specializes in the sale and installation of one product type, they should be classified in the industry that best describes their business. For instance, a floor covering sales and installation employer is classified in Flooring Sales and Installation, industry 42125; a siding sales and installation employer is classified in Siding, industry 42151.

Employers primarily engaged in the retail sale of hot tubs will be classified in this industry. The sale may include delivery, installation and after sales servicing which will generally be subcontracted out. Subcontractors may include electrical, gas fitting, skirting application or construction of a gazebo. This industry has been the subject of two reviews since 1987. Initially this industry was described as "Lumber yards and Building Supply Stores". The 1990 review into this industry resulted in a number of accounts losing their additional classification of Wholesaling with Warehousing (62900). It also resulted in a name change to its present description of Home Improvement Centers. In effect, home improvement centers will not be permitted an additional classification for warehousing their product.

In 2005, Industry 62908, Garden Centres was amalgamated with this rate group to recognize the overlap of retail activities with Home Improvement Centres.
