This industry covers the operation of greenhouses for the production of edible and non-edible products sold primarily on a wholesale basis. As well, the production and distribution of medical marijuana is included. Those businesses involved with the growing of cannabis for medicinal or recreational retailers are also included in this industry.

This industry also includes “Market Gardening”: the field production of fresh fruits and vegetables, generally by producers with less than 35 hectares of land, with the produce being planted and harvested by hand.

Operation Details:

Compulsory:
Greenhouses require structures made of wood or steel frame, covered by glass, plastic, lexon or some other transparent material that will provide a suitable indoor environment for the growing of plants. Greenhouses vary in size. Most are heated with natural gas boilers and some are highly automated with self-watering, temperature and humidity controls, with others operated manually. Greenhouse activities include planting, weeding, pruning, watering, heating or cooling, harvesting, selling and possibly delivering. Greenhouse production is very labour intensive with these activities generally occurring year-round.

Health Canada will be responsible to oversee the licensing of cannabis producers in Canada. The growing of cannabis (includes growing, curing, packaging) will be classified in Industry 01800 - Greenhouses/Market Gardens.

Cannabis is produced in highly technical facilities with the capability of producing high volumes in different strains. Products may include: dried flower, milled flower, pre-rolls, oils, capsules and seeds. There may be some growers who produce capsules or seeds. If this is part of the growers overall growing process, then it would be incidental and classified in Industry 01800 - Greenhouses/Market Gardens. However, if this is conducted as a separate business, then this would be classified in Industry 37402 - Medicine/Vitamins Mfg.

Growers of cannabis are not involved with the distribution of the product. The Alberta Gaming, Liquor and Cannabis Commission (AGLC) will be solely responsible for the oversight of distribution from the growers to the various private retailers.

Businesses involved with the retail sales of cannabis products/accessories will be classified in Industry 69904 - Retail Specialty Stores.

The only Online cannabis sales in Alberta will be exclusively operated by AGLC. This will fall under their policy and will be incidental to their overall operations under Industry 93109 - Boards, Agencies, Commissions (Compulsory).

Optional:
Market gardens use smaller garden-type tractors and tilling equipment however, the emphasis of the business is on the use of manual labour. Market garden products may be sold on-site (farm gate), at farmers' markets, through door-to-door peddling, and/or distributed wholesale. The sale of these products will often include cleaning, grading, packaging, etc.

Effective January 31, 2020, market garden and fruit farm employers with six or more waged non-family workers can choose to have their workplace insurance coverage under the Workers’ Compensation Act or through a private insurance provider. Employers are not required to have workplace insurance if they have five or fewer non-family workers, or hire workers for less than six consecutive months.

Underwriting Considerations:

Greenhouses and market gardens were previously classified in Industry 01901 - Greenhouse Operations which had chosen to participate in Industry Custom Pricing. Participation will continue under this new industry code. As a result, costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

Retail Garden Centres with complementary greenhouses are classified in Industry 62908 - Garden Supply Centre.

Small seasonal greenhouses that grow bedding plants for retail sale to the general public for spring gardening are classified in Industry 62908 - Garden Supply Centre.

Market gardening with a greenhouse that is not a starter facility and/or a garden centre is considered one business and is classified in this industry on compulsory basis unless the employer can meet the policy for multiple classifications.

The processing of vegetables, either by a greenhouse or market garden, may require an additional classification in food processing, please refer to the Underwriting Unit.

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2010. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.

Prior to 2016, these operations were classified in Industry 01901 - Greenhouse Operations.
