This industry consists of businesses that manufacture rubber stamps and stencils. Also included are businesses that manufacture, generally through an assembly process, smaller vinyl covered products such as but not limited to wallets, book covers, loose leaf binders, clipboards, business card holders, menu covers, etc.

Operation Details:

Stencils are cut from sheets of rigid material, such as mylar plastic, either by machine (punching) or by hand using a scalpel or similarly sharp instrument.

Larger stamps are manufactured in a number of ways. Firstly, they may be cut from rubber, made on a mold and vulcanized or baked. Or, a more common method uses a photo-setting procedure in which a photo sensitive polyester resin is exposed to light resulting in the exposed portion hardening. This allows the areas in between to be washed away.

Some small, common stamps such as date stamps are simply assembled from purchased components. All handles are purchased from either manufacturers or distributors. The rubber components are either manufactured or purchased.

Employers in this industry also make key tags, badges, identification tags, etc. by stamping, and corporate seals by engraving.

The manufacture of cake boards, which is included in this industry, involves the cutting of cardboard, usually a 1/4 inch thick, and adhering a sheet of tin foil to the surface with glue. These boards are then shipped to bakeries to be used as a base for all types of cakes.

The process for the manufacture of vinyl covered products involves cutting vinyl sheets to desired shapes and binding and laminating sheets together by applying heat or pressure. For example, binders are manufactured by cutting vinyl sheets and cardboard to desired shapes and placing them in a machine where a heat sealing process binds together the vinyl sheets around the cardboard. Then pre-manufactured metal rings are riveted to the inside of the binder.

Businesses whose primary service simply involves laminating menus, report covers, membership cards, newsprint, signs or maps are classified in this industry.

Underwriting Considerations:

Businesses which predominantly manufacture signs/decals out of plastic, wood, vinyl, etc., with stamps and stencils as a secondary or ancillary product, are classified in industry 28603, Signs/Advertising Displays - Mfg.

This industry includes the manufacture of smaller vinyl covered products however, it does not include the manufacture of vinyl sheets used in their laminating operation.

Products may require some type of logo or printing which is applied through silk screening or a 'foil stamping process'. The 'foil stamping process' consists of etching a design on a steel plate and transferring the design to the product using a machine. These activities, when incidental, do not require an additional classification.

Industry Custom Pricing: Waiving Cost Relief Option

This industry has chosen to participate in Industry Custom Pricing effective January 1, 2010. Costs related to the aggravation of a pre-existing condition will not be removed from the experience record of employers classified in this industry. In return, the portion of premiums collected to fund retroactive cost relief has been removed from the industry rate, resulting in a reduction in WCB premium rates for the industry.
